The solution brought by Valid, integrating GIS tech and citizen registries, helped the city win one of the InovaCidade awards.
The city of São Caetano do Sul (State of São Paulo) will receive an InovaCidade award this Monday, July 22, in recognition of their initiatives to improve quality of life in cities. The award, organized by Smart Business Brazil, celebrates cases with a positive impact recognized by the community, implemented by either governmental or private institutions.
Valid, a Brazilian multinational security-tech company, created the prize-winning project implemented in São Caetano do Sul. The solution integrates functionalities for Smart Cities & Business Intelligence by uniting different GIS (Geographic Information System) technologies for the cartographic database, spatialization and geographical analyses of urban demographics along with secure registration of citizens and gauging public-service needs by area.
For São Caetano, Valid aerially mapped the entire city and digitalized the resulting images, to be contrasted with the lots and lands in their existing cartographic data. The city was then able to update their database, identify construction irregularities and reassess the Municipal Real Property Tax rates accordingly.
Valid has also been working on a Unified Citizen Registry and issuing Municipal Identification Cards (CIM) that contain biographic and biometric data such as fingerprints and photos—streamlining access to IDs and concentrating citizen data in one spot for several different purposes. With more precise data on its community’s needs by location, the city of São Caetano can better organize services such as trash collection, urban power distribution, health and education services, among others. It’s city management made newer, quicker, and more focused on current data.
The Mayor of São Caetano do Sul, José Auricchio Júnior, says that municipal public budget funds are allocated according to the number of residents and habitual city dwellers, especially when it comes to public services; it’s essential, then, to maintain a consolidated and data-driven citizen registry. “It’s management technology that prioritizes citizens’ access to municipal services,” Auricchio explains. “The Unified Registry is a program that places our citizens front and center.”
The Smart City Business Brazil Congress & Expo is happening from July 22 to 24 in São Paulo and will bring experts and leaders in innovative solutions to share experiences, ideas, and successful cases. Representatives from cities, states and private companies will be there at the Expo to join talks and meet-ups.

Growing opportunities in the Smart Cities market have been attracting tech investors to this type of solution. According to market intelligence consultant IDC, by 2021, global investments in the sector are expected to reach USD$135 billion.
